« In’Etterbeek » c’est une nouvelle assemblée qui donne la parole aux résidents européens et non européens de la commune.
A Etterbeek 48% de la population est d’origine étrangère. La commune compte plus de 154 nationalités différentes. Il est donc essentiel que chacun puisse faire entendre sa voix. C’est pourquoi, en tant que résidents étrangers, vous êtes invités à vous investir concrètement dans la vie locale à travers cette nouvelle assemblée constituée de citoyens et de représentants du secteur associatif.
Il s’agit d’une assemblée de 24 résidents étrangers soucieux de l’avenir de la commune.
Ils débattent, des enjeux locaux, conseillent les autorités sur des actions à mener et orientent les choix d’activités et de projets proposés par la commune répondant aux besoins des résidents étrangers. Enfin, ils participent à la mise en œuvre de ces projets grâce à un budget participatif dont ils peuvent décider l’affectation. Le mandat des conseillers prend fin au bout de trois ans.
Cette assemblée est ouverte aux habitants mais également aux représentants du secteur associatif. Si vous avez au moins 18 ans accomplis et que vous êtes résidente européen ou non européen domicilié à Etterbeek vous avez dû recevoir un courrier vous invitant à poser votre candidature jusqu’au 28 février 2024. Si vous ne l’avez pas encore reçu ou que vous l’avez perdu, vous pouvez toujours renvoyer cette lettre au service Participation.
Dans le courant du mois d’avril, 24 résidents seront tirés au sort parmi les personnes ayant remis une candidature. Le tirage au sort tiendra compte :
- de la parité homme-femmes
- de la représentativité des différents quartiers
- de la représentativité des différentes nationalités
Six personnes représenteront également six associations qui auront déposé une candidature.
Si vous êtes tiré au sort, la commune d’Etterbeek vous recontactera pour vous inviter à une première réunion d’information.
Les agents du service Participation encadrent et accompagnent cette assemblée appelée à se réunir quatre fois par an. Le Conseil est également constitué d’un Bureau chargé de gérer le fonctionnement de l’assemblée et d’être l’organe de coordination. Il est composé de deux co-présidents, de deux membres du Conseil, d’un représentant du Bureau du Conseil consultatif des affaires européennes d’Etterbeek et du fonctionnaire communal en charge de la participation.
Ce Conseil mis en place en 1997 ne disparaît pas et continue même de fonctionner au sein du nouveau Conseil des résidents européens et non européens mais aussi de façon indépendante avec son public cible.
Dans le cadre de ses missions organiques, le CCAE organise notamment des séances ouvertes au public, comportant des conférences d’intérêt général pour les citoyens européens, ainsi que des débats sur des thèmes d’actualité.
"In'Etterbeek" is a new assembly that gives voice to European and non-European residents of the municipality.
In Etterbeek, 48% of the population is of foreign origin. The municipality hosts more than 154 different nationalities. It is therefore essential that everyone can make their voice heard. This is why, as foreign residents, you are invited to take part actively in local life through this new assembly made up of citizens and representatives of the associative sector.
It is an assembly of 24 foreign residents interested in the future of the municipality.
They discuss local issues, advise the local authority on actions to be taken and guide the choice of activities and projects proposed by the municipality that meet the needs of foreign residents. Finally, they take part in the implementation of these projects thanks to a participatory budget, allocated according to their recommendations. The mandate of the members ends after three years.
This assembly is open to residents but also to representatives of the associative sector. If you are at least 18 years old and you are a European or non-European resident domiciled in Etterbeek, you should have received a letter inviting you to apply until February 28, 2024. If you have not yet received it or if you have lost it, you can still send this letter to the Participation department.
In April, 24 residents will be selected at random among those who submitted an application. This selection will take into account:
- gender parity
- the representativeness of the different neighborhoods
- the representativeness of the different nationalities
Six people will also represent six associations that have submitted an application.
If you are drawn, the municipality of Etterbeek will contact you to join a first information meeting.
The officers of the Participation department oversee and support this assembly that meets four times a year. The Council is also made up of an executive Bureau that acts as a coordination body for the assembly. It is composed of two co-chairs, two members of the Council, a representative of the Bureau of the “Conseil consultatif des affaires européennes” (CCAE) of Etterbeek as well as the municipal official in charge of participation.
This Council set up in 1997 does not disappear but continues to work within the new Council of European and non-European Residents, as well as independently with its own target audience.
As part of its core missions, the CCAE proposes more specifically events that are open to the public, including conferences of general interest to European citizens, as well as debates on different issues.
