In'Etterbeek is een nieuwe vergadering die het woord geeft aan Europese en niet-Europese inwoners van de gemeente.
In Etterbeek is 48% van de bevolking van buitenlandse origine. De gemeente telt meer dan 154 verschillende nationaliteiten. Het is dus belangrijk dat iedereen zijn stem kan laten horen. Daarom krijgen buitenlandse inwoners de kans om zich in te zetten voor het lokale leven via deze nieuwe vergadering die bestaat uit burgers en vertegenwoordigers van het verenigingsleven.
Het is een vergadering van 24 buitenlandse inwoners die zich bekommeren om de toekomst van de gemeente. Ze debatteren over lokale uitdagingen, geven de overheden advies over acties die op touw moeten worden gezet en geven richting aan de activiteiten en projecten die de gemeente voorstelt en die tegemoetkomen aan de behoeften van de buitenlandse inwoners. Tot slot werken ze ook mee aan de uitvoering van die projecten dankzij een participatief budget waarover zij zelf beslissingen mogen nemen. Het mandaat van de raadsleden eindigt na drie jaar.
Zowel inwoners als vertegenwoordigers van het verenigingsleven kunnen deel uitmaken van de raad. Als je 18 jaar of ouder bent en je Europeaan of niet-Europeaan bent die in Etterbeek is gedomicilieerd heb je normaal een brief ontvangen met een uitnodiging om je kandidaat te stellen voor 28 februari 2024. Als je die brief nog niet hebt ontvangen of je hebt hem niet meer, dan kan je contact opnemen met de dienst Participatie.
In de loop van april worden 24 inwoners geloot uit de mensen die zich kandidaat stellen. De loting houdt rekening met:
- een gelijke vertegenwoordiging van mannen en vrouwen
- de vertegenwoordiging van de verschillende wijken
- de vertegenwoordiging van de nationaliteiten.
Zes mensen zullen ook zes verenigingen vertegenwoordigen die zich kandidaat stellen.
Als jij geloot wordt, dan neemt de gemeente Etterbeek contact met jou op om je uit te nodigen voor een eerste infovergadering.
Medewerkers van de dienst Participatie begeleiden de raad, die vier keer per jaar samenkomt. De raad heeft ook een Bureau, dat de opdracht heeft om de werking van de vergadering te beheren en te coördineren. Het bestaat uit de medevoorzitters, twee leden van de raad, een vertegenwoordiger van het bureau van de Adviesraad voor Europese Aangelegenheden van Etterbeek en de gemeenteambtenaar die verantwoordelijk is voor de participatie.
In het kader van zijn organieke opdrachten organiseert de AREA in het bijzonder zittingen die toegankelijk zijn voor het publiek, met inbegrip van lezingen van algemeen belang voor de Europese burgers en debatten over actuele thema's.
"In'Etterbeek" is a new assembly that gives voice to European and non-European residents of the municipality.
In Etterbeek, 48% of the population is of foreign origin. The municipality hosts more than 154 different nationalities. It is therefore essential that everyone can make their voice heard. This is why, as foreign residents, you are invited to take part actively in local life through this new assembly made up of citizens and representatives of the associative sector.
It is an assembly of 24 foreign residents interested in the future of the municipality.
They discuss local issues, advise the local authority on actions to be taken and guide the choice of activities and projects proposed by the municipality that meet the needs of foreign residents. Finally, they take part in the implementation of these projects thanks to a participatory budget, allocated according to their recommendations. The mandate of the members ends after three years.
This assembly is open to residents but also to representatives of the associative sector. If you are at least 18 years old and you are a European or non-European resident domiciled in Etterbeek, you should have received a letter inviting you to apply until February 28, 2024. If you have not yet received it or if you have lost it, you can still send this letter to the Participation department.
In April, 24 residents will be selected at random among those who submitted an application. This selection will take into account:
- gender parity
- the representativeness of the different neighborhoods
- the representativeness of the different nationalities
Six people will also represent six associations that have submitted an application.

The officers of the Participation department oversee and support this assembly that meets four times a year. The Council is also made up of an executive Bureau that acts as a coordination body for the assembly. It is composed of two co-chairs, two members of the Council, a representative of the Bureau of the “Conseil consultatif des affaires européennes” (CCAE) of Etterbeek as well as the municipal official in charge of participation.
This Council set up in 1997 does not disappear but continues to work within the new Council of European and non-European Residents, as well as independently with its own target audience.
As part of its core missions, the CCAE proposes more specifically events that are open to the public, including conferences of general interest to European citizens, as well as debates on different issues.
